Add missing workspace dependencies:
- telegram-nutriphi-bot: @manacore/shared-drizzle-config
- telegram-todo-bot: @manacore/shared-drizzle-config
- questions/backend: @manacore/shared-tsconfig + fix tsconfig paths

Fixes pre-commit type-check failures.
