Running pnpm type-check inside apps/api failed before any real error could run, blocked by two structural errors: drizzle.presi.config.ts and scripts/generate-who-dossiers.ts are deliberately outside src/ but are matched by the include pattern, tripping TS6059 against rootDir=src. And @mana/shared-types imports peer files with explicit .ts extensions, which needs allowImportingTsExtensions under moduleResolution=bundler. Remove rootDir (we're noEmit anyway — Bun runs src/index.ts directly, tsc is only a lint pass), drop the unused outDir, add noEmit explicitly, and enable allowImportingTsExtensions.
