Till JS e84e163c30 test(presi): add 72 tests, rate limiting, error boundary (score 55→81) 
- Add 10 test files covering all 5 services and 5 controllers
- Add global ThrottlerGuard (100 req/min) via APP_GUARD
- Add SvelteKit +error.svelte error boundary
- Add Jest config and test dependencies
- Update audit to reflect improvements
