♻️ refactor: remove duplicated code (Quick Wins)

Browse source 
- Delete unused Input.svelte from Picture app (70 LOC)
- Remove sleep() from shared-api-client, import from shared-utils
- Fix NodeJS.Timeout type for browser compatibility
