SYNC_ENFORCE-Vorbereitung (Gate bleibt AUS), Muster aus notiz-Pilot: @mana/shared-ui →^1.24.0 (bringt /sync), sync-settings.svelte.ts (createSyncStore) + <SyncSection> auf der Einstellungs-Seite, Consent-Gate in sync.svelte.ts (tokenForSync→null ohne Einwilligung, lokal läuft weiter; Consent vor makeSync geladen; applySyncConsent baut Engine neu auf).
